Lifetime Medical Benefits for all Military Personnel

Premise:
Provide a lifetime healthcare benefit for those who have served honorable in the nation's armed forces for two or more years

Current Status:
Active duty, retired career personnel and those incurring a service related disability are now entitled to healthcare. One drawback is that when the related disability is not self apparent it often has to be proven by the patient. Obtaining this proof may be difficult, time consuming and often at the expense of those who have served their country. The government through the military and veterans administration along with voluntary agencies also expends an excessive amount of time and money to process claims. Inevitable many candidates suffer complications, grater pain, mental disorientation and a deteriorated quality of life for them and their families. All to often those who have "served" are later ignored and overlooked.

Comment:
Participating in the military services means a commitment of several yeas and the risk of loss of life or disability to provide the nation with protection of it's people and property. The least the nation can do in return would be to provide those who took the risk and made the sacrifice, the dignity and well being that an earned healthcare package would provide.

Proposal:
The nation provide full lifetime health care to those who serve honorable two or more years in military service. Administration would be either through the Veterans Administration or Medicare.

Secondary Proposal:
Remove the military budget from the current Federal tax code and establish a new flat tax item to cover the military budget. This flat tax would be fairly and evenly applied to all earnings. As the military acts to preserve the security of both citizens and their property The proposed healthcare benefit would either be a component of this item or a separate flat tax item.

Cost:
Other than those who would be or should be entitled to medical coverage the majority of participants in the military service are generally in good health. They are in one if not the lowest medical risk categories. This coverage would be replaced by Medicare when the participant is eligible. Participants would contribute to medicare deduction from their earnings thereby being eligible to be part of the general Medicare Pool.
